NWFP government to be implements Islamic Law

Isn’t it a stupidity to implement a law only in one part of a country? My personal opinions are that if government is really serious to implement Islamic Law in Pakistan then it should properly put into practice throughout the country, otherwise every single part of country should follow the laws and constitutions which are into practice by whole country.
